Evidence-based development policy -
For Germany and the world
Security and prosperity for all – through impact-driven international cooperation.
Through its international cooperation, Germany creates prospects worldwide and saves lives – and thus also ensures security and prosperity in its own country.
In times of multiple crises and the growing influence of autocratic regimes, it is crucial to rely on scientifically sound, effective instruments. Our support must be as effective as possible, in the interest of all.
A strong and effective international cooperation also means a strong and secure Germany.
For impact-driven international cooperation

Safe Germany
Poverty creates the breeding ground for global instability, pandemics and displacement.

Save lives
Development cooperation creates prospects, strengthens global health and saves lives.

Strengthen the economy
The German economy benefits from stable trading partners and participates in poverty reduction projects.

Reliable partner
Germany is positioning itself as a leading player in foreign policy and is committed to democracy, the rule of law and cooperation on an equal footing.

Impact-driven
The most important motivation for Germans to engage in development cooperation is "achieving a lot of good with little." An evidence-based approach ensures that every contribution has maximum impact ( DEval, 2024 ).

Broadly supported
Almost two-thirds of the German population support engagement in development cooperation
( DEval, 2024 ) .
Meeting global responsibility – securing German interests

Prof. Dr. REINHARD STOCKMANN
Director,
Center for Evaluation
"As the Evaluation Globe studies of the Center for Evaluation (CEval) show, evaluation is policy-driven worldwide." There are only a few civil society actors who advocate for a stronger alignment of political decisions with impact-based evidence. Evaluations could provide the necessary data and facts for this. What is already common practice in many development cooperation organizations,
is lacking not only at the political level, but also in many other policy areas.”
